The Minister of Foreign Affairs, José Manuel Albares, confirmed this Tuesday in Santo Domingo (Dominican Republic) that Spain will invite Delcy Rodríguez, president in charge of Venezuela, to the Ibero-American Summit to be held in Madrid on November 4 and 5. EU sanctions have been hanging on the Venezuelan leader since July 2018, which Spain has asked to be lifted.
